job-hunter: image base forgejo registry -> ghcr (ADR-0002) 
CronJobs track :latest via the TF literal (unlike the ignore_changes'd
deployment), so they kept pulling the dead Forgejo image after the
GHA/ghcr cutover — repoint the stack's image base.
